Council reviews options to tile ditch beside Hillside Park to improve parking access

City staff provided an informational update Dec. 4 on preliminary work to tile a ditch adjacent to Hillside Park with the objective of creating additional parking access.
Public Works Director Jason Van Gilder told the council that he had begun background research at the request of Council Member O’Meara but did not yet have sufficient information to recommend a specific course. Van Gilder reported that the park is not referenced in the adopted capital improvement plan associated with the city’s park impact fees, and as configured the impact-fee fund would not cover the work without a change to the plan or its exhibits.
Van Gilder said staff will reach out to the drainage district that manages the canal section to see whether it can provide pipe—an approach used in prior projects—and that any pipe obtained from the drainage district would likely require a lease or use agreement and additional fill material to surface the area. Council Member O’Meara and other members discussed past agreements in which drainage districts supplied pipe and fill material for similar work, and asked staff to track the item for future capital-improvement planning.
Ending: Staff said work is ongoing and will return to council with additional analysis and options for funding and property agreements.
