The Norwalk City Council voted unanimously Thursday to start construction on the North River Interceptor Extension Phase 1 project and to establish a northeast service‑area sewer benefit district with a per‑acre connection fee.
The council awarded the construction contract to Northern Lines Contracting Inc. of Hanover, Minnesota, on a low bid of $9,999,564.50 and approved accompanying contract and bond documents. Council members Baker, Meineke and Brown voted yes on roll calls recorded after each motion.
The project extends sanitary sewer west of Highway 28 to serve the Dunn Industrial Park and other light industrial areas, including Norwalk's planned annexation area. City staff and the project presentation said the contract is the next step after a public hearing and approval of plans, specifications, form of contract and engineer’s estimate.
City staff told council the project design must meet Water Reclamation Authority (WRA) requirements and that some special structures on WRA property increased costs. The city’s engineer said five contractors bid; three…
