Neighbor Jamie Riddle spoke during public comment, saying he did not oppose the permit but urged the board to require trucks to use an ingress/egress point by the Pilgrim Rest cemetery rather than the narrow interior road that serves several homes. Riddle said the interior road is too narrow for two large trucks to pass and expressed concern that heavy truck traffic could cause crashes or leave residents stranded if a truck breaks down.
After public comment, staff and the board discussed typical permit conditions the county applies to mining operations: limits on hours of operation, daily responsibility by the property owner and contractor to keep the public road free of debris, staking the permitted 4‑acre mining area, erosion‑control measures and measures to protect the county right‑of‑way where trucks will enter and exit. Staff said the county could require construction of a rock landing or placement of “610 or similar material” at the point trucks enter the public right‑of‑way. The board also discussed a recommended easement width; staff suggested an easement of at least 30 feet for the ingress/egress and agreed to coordinate exact dimensions and turn radii with county staff.
Board members motioned to approve the permit with the discussed conditions, including: a defined single ingress/egress point near the cemetery; daily cleaning of Pilgrim Rest Drive to remove mud or debris; required erosion controls on the cemetery side of the access; staking of the 4‑acre mining area; and a requirement that the property owner repair any significant damage to the public road or right‑of‑way caused by the operation. The motion passed on a voice vote with no recorded dissents.
The board record notes staff will work with the applicant to finalize the written conditions and to confirm the ingress/egress location, easement width and any protective surfacing at the county right‑of‑way before activities begin.
