Board allows Urban Institute to evaluate Bannock County juvenile diversion efforts

Bannock County Juvenile Justice staff informed the board that the Urban Institute, working with the Idaho Department of Juvenile Corrections, will evaluate local intake and diversion practices at the Village to document strategies that keep status offenders out of detention. The board approved a data-use agreement allowing the evaluation to proceed.
Todd Moger and Matt Olsen described the county's intake and diversion work and said the Village program and related initiatives have reduced detention for status offenses. Moger said the Urban Institute plans focus groups with youth and families, interviews with 5 to 20 stakeholders including school resource officers, police, court administrators, judges, probation, child welfare and community-based organizations, and a review of county policies and data.
Commissioners approved the data-use agreement and asked staff to coordinate logistics. Juvenile-justice staff said the evaluation could support future funding and provide recommendations to strengthen local practices.
