The Troy City School District Board of Education approved a locally funded-initiative (LFI) budget summary related to the district's OFCC elementary construction project and the high school project during the Jan. 13, 2025 meeting. District staff said the summary (exhibit F) will be signed by the superintendent and project manager and submitted to OFCC as part of the project's documentation.
Staff described the LFI summary as the board's certification that local funds are available to cover LFI elements of the elementary project (and related high school work). Board members asked clarifying questions about the difference between "integral" components and "upgrades" under the OFCC manual. Staff explained that "integral" items meet OFCC minimum standards for materials and systems; "upgrades" are enhancements beyond the manual's baseline (examples mentioned in discussion included main entry finishes/terrazzo as upgrade-style items). The high school work was described as largely LFI-funded, with asbestos abatement described as co-funded.
Members also noted a cover-sheet timing error in the packet (a special session time listed on page 2) and staff said they would correct that before submission. The motion to approve the board resolution authorizing the LFI budget summary was moved, seconded and carried by board members present.
