Fremont County announces new county engineer and facilities director; new engineer to start in March

County Administrator Tony Carocci told the Board of Commissioners that after an exhaustive local and national search the county has hired an engineer, Samuel Cochinja, who is currently employed by the city of Philadelphia and has 12 years of engineering experience there. Carocci said Cochinja’s report date is March 27, 2025, which will allow outgoing/current engineer Jay Bunderson to shadow him for roughly a month.
Carocci also announced the hiring of a new facilities director, Randy Toler, a lifelong Fremont County resident. Carocci said Toler owned a local plumbing company for approximately three years and worked for the state hospital and the Department of Corrections in maintenance and supervisory roles for about 20 years. Toler’s planned start date is Jan. 20, 2025.
Commissioners publicly thanked Jay Bunderson for his service and his willingness to remain until a replacement could overlap for training. Carocci noted the difficulty of recruiting engineers and expressed confidence the new hires will serve the county’s operational needs.
No formal vote was required for the announcements; Carocci presented the hires as filled positions with the specified start dates.
