Christian County commissioners approve right‑of‑way dedications, renew voter‑registration and holiday‑lighting contracts

Christian County commissioners on Oct. 9 approved multiple routine measures, including 17 right‑of‑way dedications required by the county subdivision code, a renewal of a voter‑registration canvass contract with Edward J. Rice Company, and a contract to install and remove holiday lighting at the Christian County courthouse in Ozark.

The actions came during the commission’s regular meeting and were approved unanimously by the three commissioners present. Planning staff asked the commission to accept additional right‑of‑way dedications that were triggered by recent minor subdivision plats under Article 5, Section 2 of the county’s subdivision regulations. “Staff is asking the Commission to make a motion to approve the right of way dedications that we have before you today,” the planning administrator said. The commission moved and voted to accept the dedications.

The commissioners also approved a second and final renewal of ITB 2021‑3, a contract with Edward J. Rice Company to provide voter‑registration canvass, confirmation mailings and related list‑maintenance services for the county clerk. Purchasing staff said the vendor’s services help ensure compliance with Section 8 of the National Voter Registration Act of 1993, the Help America Vote Act of 2002 and applicable Missouri statutes. “The recommendation is, to renew the contract with Edward J. Rice,” the purchasing manager said. The renewal was approved by the commission.

The commission approved a renewal for the courthouse outdoor lighting contract (ITB 2024‑144) to provide installation and removal services for decorations on the Christian County and Ozark courthouses. The total price for the bid, including an added evergreen display, is $17,550; a city partner is contributing $5,000, leaving a county share of $12,550, purchasing staff said. Installations are expected to begin the week after Halloween, with lights typically turned on about a week before the Thanksgiving break; the commission noted the county’s special “Friday Night Lights” celebration is scheduled for Dec. 12.

Commissioners heard several departmental third‑quarter reports. Employee Services Director Amber Fry reported the county had 254 employees as of the last payroll, 19 new hires and 15 separations in the quarter. Fry said the county completed a workers’ compensation audit with no questions, is reviewing insurance options, and is adjusting the salary matrix based on a recent market study and the 2026 Missouri minimum wage. The recorder reported third‑quarter collections of $209,307.09 and said transfer document activity remains higher than the prior year; she said the office recorded 1,267 transfer documents in the quarter. The collector said the office processed more than 6,500 SP‑190 applications earlier in the year, generating over $1 million in tax credits for the 2025 tax year, and reported real‑estate and personal property values and collection rates remain strong (real‑estate collection rate ~99%; personal property collection rate ~96.5%).

Other business included an IT surplus and recycling notice and discussion of landscaping and a county newsletter effort for 2026. The commission recognized John Beadles of the county IT team as employee of the third quarter for work during the SP‑190 sign‑up period. Commissioners praised staff across departments for handling rising workload volumes while maintaining service levels.
