White County board approves TISA accountability report showing district meeting several multi-year goals

The White County Board of Education unanimously approved the district'level TISA (Tennessee Investment in Student Achievement) accountability report and plan for submission to the state.
Sheila Felton, federal programs supervisor, presented the district'wide accountability report required under TISA. The report covers multiple multi-year goals (originally set in 2023 for a 2023'128 period) including third-grade ELA proficiency and math proficiency at several grade bands. Felton told the board that the district met its original goal for third-grade ELA (53 percent proficiency) in 2025, three years ahead of the 2028 target, and adjusted the new target to 55 percent for spring 2026.
The report showed that the district met or exceeded most district goals across ELA and math grade bands; only a few targets (notably parts of seventh-grade ELA and English I) narrowly missed the stated benchmarks. Felton also noted that the district set a new TISA goal for college-and-career readiness: the district aims for 71 percent of graduates to meet at least one readiness indicator (ACT threshold, industry credential, postsecondary placement, or ASVAB). The 31'page report and its action plan (tutoring, targeted interventions and timeline through 2028) will be posted for public review before final submission.
Board members praised the results. The board moved, seconded and approved the report for submission; the director said the district will post the full report online and open a public comment window before filing it with the state by the November 1 deadline.
No changes to goals were made at the meeting beyond the adjustments described in the presentation; the board asked the administration to continue reporting progress to principals and staff.
