SCUC ISD board approves District of Innovation amendment tied to new state rules, plans further DOI changes

Schertz‑Cibolo‑U City ISD trustees unanimously approved an amendment to the district's District of Innovation (DOI) plan at their October meeting and heard staff preview further DOI changes under consideration.
"We're currently in the middle of that 2023–2028 plan," said Miss Kovacs during her presentation, explaining the DOI framework. Trustees voted to approve the posted DOI amendment as presented; the motion passed 7–0.
Why it matters: DOI status gives Texas districts limited local flexibility from certain state requirements for up to five years; amendments can be made during the DOI cycle but must be posted and reviewed by the district advisory committee. Staff said the approved amendment addresses Chapter 37 exemptions in light of recent changes in state law and that the district will post future amendment language for the required 30‑day period before the board considers further changes.
Legislative changes and grievance timelines: staff reviewed provisions from the 80th/89th‑session legislative package (the meeting referenced House Bill 6 and Senate Bill 12) that altered grievance procedures, including longer statutorily allowed timelines and the ability for complainants to add claims after a grievance has started. District advisory committee members and staff expressed concern that the new statutory timelines could extend grievance resolution to more than 180 days and could erode trust and delay fact‑finding. The DEIC recommended seeking an exemption to retain the shorter, pre‑SB12 timelines; staff said that exemption and related DOI amendments will be posted and returned to the board for action.
Action taken: The board approved the amendment presented at the meeting. The motion recorded in the minutes was "approve the District of Innovation Plan Amendment as presented," and the vote was 7–0 in favor. Staff said the DOI web posting and DEIC review were completed to meet the 30‑day posting requirement for amendments.
Next steps: staff will bring additional DOI amendments related to grievance timelines and other 89th‑legislature changes back to the board after public posting and committee review. The district also signaled it will continue to monitor new rule guidance and may return with additional DOI changes as needed.
