The Jacksonville Beach Board of Adjustments approved variances that will allow demolition of a derelict garage and construction of a new two-story single-family dwelling at 620 Lower Eighth Avenue South. The approved variances included a rear-yard setback of 28.9 feet in lieu of the 30-foot minimum, a covered-lanai setback of 19.6 feet in lieu of 20 feet, and a primary-structure lot coverage allowance of 40.4 percent in lieu of the 35 percent maximum.
Trevor Moody, who said he purchased the lot after a previous subdivision and removal of an attached structure, told the board the lot is a narrow 50-by-100 parcel (about 5,000 square feet) and that a derelict two-car garage was removed after obtaining a demolition permit. He said bids for permeable pavers to reduce lot coverage were about four times the cost of conventional concrete, leading the applicant to seek variances to make the proposed house feasible. Moody told the board he had spoken to neighbors and received support from immediate neighbors, who welcomed removal of the derelict garage.
Board members characterized the lot as undersized compared with RS-2 dimensional requirements cited at the hearing and said the requested variances were modest—roughly one foot in the rear and lanai setbacks—and that the proposed coverage percentage remains consistent with what could be expected on a slightly larger conforming lot.
