Finance Director Martin Cummings told commissioners the new 10‑year contract with Waste Connections includes a locked price for the first three years that allows the city to keep 2024 residential rates. He reported the residential base rate will remain $15.30, the senior rate $14.30 (qualifying age identified in discussion as 62), and the incremental charge for an additional polycart $8.13. Cummings said the city will carry the 2024 rate schedule forward for three years and revisit recommended changes later.
Logistics and bulk pickup options: City staff (Melissa, utilities/operations staff) explained three bulk-pickup approaches Waste Connections proposed: (1) keep the existing model of four geographic quadrants with pickups on four Fridays per month; (2) divide the city into two service zones and require residents to call to schedule bulk pickup for their zone (fewer street miles traveled); or (3) a once-per-month Saturday drop-off plus optional call-in pickups that would centralize bulk disposal. Commissioners discussed trade-offs — street wear, convenience for residents without vehicles, and staffing — and reached a consensus to try option 2 (two zones with caller-scheduled pickup). Staff said Waste Connections will provide phone operators familiar with Coffeyville addresses instead of a national 1-800 queue.
Implementation details and timeline: Waste Connections will begin delivering new polycarts March 17–28 and start residential pick-up on Friday, April 4. Republic Services will make its final pickup March 31 and will remove old carts beginning March 25. Staff will communicate the transition widely (newspapers, city website, local TV/radio, social media) and will set a deadline for scheduling bulk pickup; that deadline will be shared after staff finalizes details with Waste Connections.
Action taken: Vice Mayor Van Oster moved to approve Resolution R-25-24; Mayor Maples seconded. The motion passed with recorded ayes from Commissioners Hendricks, Van Oster, Maples and Edwards; Commissioner Faulkner's vote was to be confirmed on return. The commission also gave staff direction (consensus) to implement the two-zone, caller-scheduled bulk pickup model and to return with any needed clarifications.
