Karen (last name not stated), presenting the Stormwater MS4 annual report required by the MS4 general permit, summarized 2024 program activity for the Evansville Common Council on Jan. 27.
Key figures presented: the city has 199 outfalls on record and inspected 37 in 2024 with 79 remaining to meet permit-term inspection requirements; 743 food-service establishments (FSEs) are in the inventory and staff completed 342 inspections last year; construction-site program activity included 15 SWPP (stormwater pollution prevention) approvals, 922 active-site inspections, 134 violations and $22,350 in fines; post-construction program measures installed total 184 with 78 inspections completed to date. The city reported two IDEM audits in 2024: an August audit that identified deficiencies that were corrected (secondary containment at a maintenance building) and an October audit with no deficiencies.
Karen said the stormwater group added four staff positions, two of which are vacant and will help complete outstanding inspections. Outreach included 11 events and school presentations (McGarry Middle School was cited) and a rain-barrel giveaway is planned again. She noted permit training hours for staff and clarified that the program will need to meet additional inspection requirements when the permit phases up in 2026.
Council did not take a formal vote on the presentation; it was provided to council for oversight and information as required by the MS4 permit.
