Councilmember Scott moved the subcommittee recommendation; the council approved it 5‑0.
On item 13 the council authorized a one‑time milestone catch‑up payment to five employees to address an unintended effect of a recently revised longevity pay policy. Staff said the payment is a single, non‑recurring total cost of $5,000. A motion to authorize the city manager to provide the described one‑time payment passed 5‑0.
Earlier the consent calendar was moved and approved without any items pulled; the motion carried by a recorded vote of five ayes. In all recorded roll calls for the evening the council vote was unanimous: Councilmember Ramirez, Councilmember Scott, Councilmember Wright, Mayor Pro Tem Mintz and Mayor Bilderink voted "aye." No abstentions were recorded.
