Council reviews draft five-year strategic plan; staff seeks input on goals and timelines

City staff presented the draft Twentynine Palms five-year strategic plan during the Aug. 19 meeting, describing a process of workshops, interviews and surveys that produced a vision, mission, values and six strategic goals.
Staff described the plan's six values (community pride, willingness to help, long-term sustainability, diversity, hospitality and access to nature) and six major goals: financial sustainability; enhanced local character; improved infrastructure; access to resources; local tourism; and community outreach and engagement. The presentation included sample objectives, strategies, metrics, timelines and suggested lead departments.
Staff said the process began in January and included a departmental SWOT analysis, a Saturday community workshop and one-on-one interviews with council members. Staff said the plan will be broken into objectives, actions, metrics and timelines and recommended council members review the draft and submit feedback by email or at future meetings.
Council members voiced general support for the approach and emphasized cost control and community outreach. A member of the public requested stronger language on health-care access and community wellness in the plan, noting regional coverage reductions that could affect local residents; the commenter urged expanded outreach to incorporate local organizations such as the chamber and Rediscover 29.
Why it matters: A council-adopted strategic plan will guide resource allocation, staffing and long-term projects; council direction now will shape scope, priorities and potential revenue strategies such as voter-approved measures or tax options discussed by staff as one pathway to fund community priorities.
