Resident urges county enforcement action over alleged unpermitted activities and dumping on County Road 30

John Zimmerman told Moffat County commissioners on Aug. 12 that a site near his home on County Road 30 — which he described as a second county dump owned by an individual he identified as Gordon Birch — has created a nuisance that is lowering nearby property values and may involve unpermitted mechanical work.
Zimmerman said the site is roughly eight-tenths of a mile from the highway and about four-tenths of a mile from his property and that neighboring homeowners on County Road 30 share his concerns. He told commissioners he believes mechanical work has been conducted on the site without required permits and asked the county to enforce existing rules or adopt new regulations if enforcement is not possible under current code.
“I figure that my property values ... are worth significantly less, at least 35 to $45,000 less value than they were because of that mess down there,” Zimmerman said. He said several neighbors would prefer not to escalate with confrontations but want the county to provide protection and action.
The chair thanked Zimmerman for bringing the issue to the board; commissioners did not take immediate enforcement action during the meeting but acknowledged the complaint and said staff would follow up.
