School board adopts student health services policy on teletherapy after members raise privacy and staffing concerns

The Powhatan County School Board voted unanimously Aug. 12 to adopt an update to the division’s Student Health Services policy (JHC) that permits students to schedule and participate in teletherapy and other telehealth mental‑health services on school property.

Superintendent and staff presented the policy change as an effort to increase access to mental‑health care for students by allowing teletherapy sessions on school grounds when appropriate. The policy clarifies the process and the limits of school involvement and includes provisions for parental notification and coordination with outside providers.

During discussion several board members voiced concerns about implementation: they said the schools lack private spaces, adequate staff to supervise sessions, and capacity to ensure confidentiality without taking on responsibilities that conflict with parental authority. One board member argued the division should instead help families access community resources and outside appointments where supervision and provider confidentiality are clearer.

Supporters said the policy was written to require appropriate safeguards and that, when necessary, teletherapy on campus could increase access for students who otherwise could not attend appointments due to transportation or scheduling barriers. The board debated wording and implementation details and ultimately approved the policy 5-0.

Staff said they will develop operational procedures, clarify parental-notification processes and outline which staff members may be authorized to supervise teletherapy sessions. The board asked for follow-up on capacity and plans for private space and staffing so the policy can be implemented without unintended privacy or liability issues.
