County approves replacement of two rooftop HVAC units at Public Safety Center; communication upgrade contingency included

Moffat County on Aug. 12 approved replacing two rooftop HVAC units at the Public Safety Center, awarding the work to Masterworks Mechanical for $38,500 and authorizing an additional contingency of up to $17,000 if technicians must upgrade the building’s legacy Trane communications system.
Neil Binder, representing the Office of Development Services, told commissioners the two units are the oldest on the building and that only Masterworks attended the pre-bid meeting and submitted a quote. The county budgeted $36,000 for the replacements; the Masterworks quote was $38,500. Binder said the building’s Trane online communications system (installed in 2016) may require up to $17,000 in additional work to integrate new units with the existing controls, and that those contingency funds are available in the safety-center capital budget.
Commissioners moved, and by voice vote approved, the bid recommendation to Masterworks Mechanical with the additional authorization to spend up to $17,000 for communications work if needed. Binder agreed to return with notice if the extra work becomes necessary.
Binder said the building contains more than 20 rooftop units and that the two replaced units are among the four units serving the jail; the board discussed scheduling replacement of the remaining units across coming years.
