Cemetery Trust Fund shows reserves; county staff say operating costs fell while reserves increased

Assistant County Administrator Justin Nelson presented the Cemetery Trust Fund and told commissioners the apparent increase in the fund's total budget is driven by higher reserves rather than rising operating expenses.
Nelson said the cemetery operation has only one full‑time employee and that the budget now captures certain indirect costs centrally rather than charging them to the department. "If you look at the actual expenses, they went down," he said, adding that the non‑operating line reflects reserve balances carried forward. The packet shows a cash balance carried forward of $69,800, a contingency reserve of $34,900 and reserves for future use of $244,000.
Staff said those reserves reduce the need to use the county's small county surtax to supplement the cemetery budget this year. Commissioners praised cemetery staff for recent work and the presentation; no formal budget change was made during the workshop.
