Supervisor Mandelmann introduced an ordinance on July 1 to update administrative-code language and formally move administration of the domestic violence shelter-based program fund from the Department on the Status of Women to the Mayor’s Office of Housing and Community Development (MOHCD).
Mandelmann said that during the prior year’s budget process the gender-based violence grant portfolio was to move to MOHCD and that the transition has proceeded, including a full procurement in late 2024 and early 2025. Mandelmann noted that new grant agreements with community-based organizations were set to begin on July 1 and that the administrative code still names the Department on the Status of Women as overseer; the ordinance corrects those outdated references and addresses other inconsistent and outdated code language.
Mandelmann thanked staff across departments and advocates who identified issues in the existing code text. The ordinance was introduced and will proceed through the normal ordinance process; no final vote was recorded at the July 1 meeting.
Why it matters: The change aligns the administrative code with how the portfolio will be managed operationally and clarifies which city office is legally responsible for oversight of the domestic violence shelter-based fund and related grants.
