Road and Bridge: crushing delayed, chip-seal materials short-term storage planned; department short staffed

Curtis, Road and Bridge manager, told commissioners the county has approximately two days of crushing left for this year’s chip-seal program but that work was delayed when the crusher foreman took bereavement leave; the crushing is likely to be completed next week and the material will be stockpiled for use.
Curtis said he is preparing an organizational-change request and expects to present it to the board in about a month; he also asked for authorization to offer a job to an experienced operator who previously worked for the county and who, according to department staff, is likely to retire with the county if rehired. The department is currently short five operators and two mechanics, Curtis said, and he requested permission to proceed with recruitment and to coordinate hiring steps with HR.
Commissioners discussed spray responsibilities for county pits and roads and clarified that the Noxious Weed Department has been responsible for county-property spraying (pits, fairgrounds, shops) since at least 2019, while spray responsibilities on roadsides remain a separate operational matter that Road and Bridge can arrange through coordination with Noxious Weed staff.
No formal vote was recorded; Curtis said he would work with Human Resources and the county administrator to proceed with recruitment and to bring organizational changes to the board when ready.
