Solid waste manager seeks storage and says staff sometimes delivers new carts; commissioners question operational overlap

County solid waste staff asked commissioners to approve capital funding to renovate the old Public Works office and mechanic shop for additional storage, equipment repairs and long‑term solid waste cart storage.

Russell, the county's solid waste manager, explained the county stores some new residential carts at the Public Works site and occasionally delivers carts to new homeowners while conducting assessment or occupancy verifications. "I store approximately 50 carts there," he said, adding he typically delivers 15–20 carts per month depending on new construction. Russell said the county has undertaken this work because it also handles collection of bags and tools for multiple county departments and needs consolidated storage.

Several commissioners questioned whether county staff should be used to deliver carts rather than the contracted waste hauler. "Then let's be compensated for it," one commissioner said, noting that residents receive a benefit if county staff deliver carts more quickly than the hauler would. Another commissioner said the practice relieves new homeowners who otherwise might wait for the hauler to arrive.

Staff asked for $200,000 in proposed capital for renovation of solid waste storage and mechanic shop space; the request appeared in a broader set of capital requests for facilities and public works. No procurement or vote occurred; staff said they will return with details on the renovation scope and funding timing.
