Planning board approves 30½ Caroline site plan with conditions on fence, lighting, trees and tenant space

The Saratoga Springs Planning Board approved the site plan for a mixed‑use project at 30½ Caroline Street after the applicant addressed several board concerns and agreed to multiple conditions of approval.

Dave Carr, a project representative from the LA Group, reviewed revisions the board requested when the project appeared in June. Carr described design changes including the replacement of a double driveway with “a single 12 foot drive,” relocation and screening of a proposed transformer, additional bicycle parking (“we have 10 spaces, we added 6 more”), and restoration of tree grates after a request from the city arborist.

Board members pressed the applicant on rear access and the perimeter fence along the library parking lot. Carr described a plan to remove an existing wall, replace it with a solid wood fence subject to Design Review Board review, and to reroute the fence “so that you could get vegetation on the library side of it.” Board member discussion settled on allowing a pedestrian opening from the project to the library property, paved for accessibility, while keeping a low barrier between a proposed patio and a small service driveway so people seated would not fall into the driveway. The board asked that the applicant consider a low decorative barrier (wrought iron or low wall) between patio seating and vehicle area; the applicant said the original design had a 4‑foot wrought‑iron element and that could be re‑instated.

Carr also reported refuse handling arrangements and that County Waste would use two 3‑yard dumpsters on rollers for twice‑weekly pickup; the applicant demonstrated how dumpsters would be rolled to the collection point. He added the city’s Department of Public Works asked to attempt to salvage a river birch street tree in a wooden tree box and the applicant agreed to coordinate with DPW.

Conditions the board recorded in its motion included: submission of final drawings showing restored tree grates, coordination with the Design Review Board for fence details and paint/color, relocation and vegetative screening for a transformer, an opening and paved pedestrian connection to the library parking lot, provision of a low barrier (wrought iron or similar) separating the patio and driveway, and negotiation of a civic‑space fee in lieu of dedication. The board’s motion to approve the site plan and those conditions passed unanimously.

The applicant and staff agreed to follow up with the DRB on fence and architectural details and with DPW on the street tree salvage request. The board recorded the approval as unanimous and closed the public meeting on that item.
