Parks staff report: Perry weather sirens, pool renovation timeline, golf carts and ice-rink shade update

Parks and Recreation staff provided project and operational updates, including the deployment of a new Perry weather alert siren system and scheduled facility renovations.
Staff said the recently activated Perry weather alert system triggered resident complaints because of loud siren sounds in canyon areas. “It is working. That's what it's intended to do,” the staff presenter said, explaining the sirens are designed to alert people when lightning is detected within a 10-mile radius. Under county policy, outdoor activities stop when a strike is detected and resume only after a 30-minute all-clear.
Staff also reported a series of capital and maintenance updates: the East Park basketball slab for the athletic-court renovation has been poured; North Mesa pickleball and tennis-court replacements are in footer construction; playground IFBs (30 Seventh and Pinon) advanced through procurement review; the cemetery master plan work is progressing; and the sports-field three-year maintenance contract began in May with site preparation underway.
Pool and rink projects: the board was told the pool renovation was approved by County Council and that the aquatic center is expected to be closed from March through October 2026 for the planned renovation. Park staff said they are seeking partner options to serve swim users while the facility is closed. The ice-rink shade structure was approved by County Council this week and will go to bid; staff said the rink floor replacement is planned for summer 2026.
Golf course: staff said a new all-electric golf-cart fleet has arrived, although power infrastructure work remains. The project is expected to complete soon, and staff planned a public celebration for the new electric fleet.
Meetings: staff reminded the board the North Mesa Recreation Master Plan public meeting is scheduled for July 22 at Fuller Lodge and that the open-space master plan draft is being finalized for working-group review.
Why it matters: the Perry system affects public alerts and field operations; the pool and rink projects will require service adjustments during construction; and the electric-cart transition demonstrates an infrastructure and sustainability milestone for the golf course.
