Council approves transfer of 1976 El Centro time capsule to Imperial Valley Regional Chamber

The El Centro City Council approved a request from the Imperial Valley Regional Chamber of Commerce to relocate and reinstall a historical time capsule originally placed in 1976.
City staff said the capsule, which contained 64 items and autobiographical notes from students who helped place it in 1976, was removed in February 2024 to accommodate construction of the new police headquarters and is now stored at the public-works yard. Staff reported engineers prepared repair and reinstallation plans and estimated the work at about $9,800.
Sherry Kawhi, president and CEO of the Imperial Valley Regional Chamber of Commerce, told council the chamber plans a public ceremony in August or September to commemorate the reinstallation and intends to add a new letter explaining the move to the capsule before it is reburied. Julie Popejoy, one of the students who participated in placing the capsule in 1976, said she still remembered the day and that a short autobiography she wrote as a 12–14-year-old is inside the capsule.
Council approved the transfer and the plan to repair and re-install the capsule at the chamber’s location at 1095 South Fourth Street. Staff said the capsule will be repaired, encased as needed, and reinstalled with a plaque and documentation explaining the relocation. The motion to relocate passed 5-0.
