The El Centro City Council approved a purchase-and-sale agreement granting an easement to the Imperial Irrigation District (IID) to support the district’s replacement of wooden power poles with taller steel poles along the northern boundary of the city wastewater treatment plant.
City staff said IID’s replacement of wooden poles with taller steel poles requires a wider maintenance corridor to accommodate equipment and boom trucks. The requested easement is a narrow sliver roughly 50–60 feet south of the boundary and runs about 1,500 linear feet along the facility. Staff said the easement would not impair current wastewater-plant operations because the city already maintains a fence near the requested easement area.
In exchange for the easement, staff reported IID’s appraisal and offered purchase price of $38,275. “In exchange for the easement, the ID will buy it from us for $38,275,” staff said. Council members asked whether the city should obtain a separate appraisal; staff said comparable industrial sales and the applicant’s appraisal supported the amount, but council retained the option to request a formal appraisal if they wished. The council moved and seconded the item and approved the easement agreement 5-0.
Staff said the city would retain fee ownership of the property; the easement would limit permanent structures but would allow IID access for installation and maintenance of poles and equipment. Staff indicated the easement would be recorded after final execution.
