Council authorizes Cultural Access Advisory Board funding recommendations for Inspire Olympia cohort

The Olympia City Council authorized the Cultural Access Advisory Board’s (CAB) funding recommendations for the 2025–26 Inspire Olympia impact contracts, approving the CAB’s proposed funding levels and a school-programming allocation.
Melissa Mead, chair of the Cultural Access Advisory Board, and Mary Grace Gadu, Inspire Olympia program manager, presented the CAB’s process: 60 applications were scored by two six‑person review panels using CAB’s funding goals (program merit, community engagement, equity and inclusion, youth programming and capacity/feasibility). CAB recommended awards using a tiered system: applications scoring 70% and above receive 100% of requested funding; 60–69% receive 75%; 50–59% receive 50%; below 50% not recommended this cycle.
The CAB recommended limiting total Impact Pathway spending to $1,300,000 for the cohort to meet the program’s voter-mandated allocations. The presentation showed projected annual cultural-access revenue at roughly $3.1 million; at the recommended funding level the city expects to meet the initiative’s requirement that at least 80% of revenues go directly to cultural organizations when two-year comprehensive contracts and reimbursements for student field trips are included.
Council member Green moved to authorize the CAB funding recommendation; the council approved the motion. Staff said award letters will include reviewer comments and encourage applicants to request feedback; the program will provide capacity-building workshops and 1:1 support for organizations that did not receive full funding or are new to the program.
The CAB also recommended a school‑programming allocation of roughly $375,000 (about 12% of projected revenue) to reimburse transportation and pay hosting stipends so Olympia School District field trips are reduced-cost or free for students. Staff noted that 2025 reimbursements have already supported 19 bus trips and field trips for more than 5,000 students from all elementary and middle schools.
The council vote authorized staff to proceed with award notices and contract execution for the recommended Inspire Olympia recipients; award letters will include reviewer feedback and details on contract requirements.
