School committee requests consultant RFP for redistricting, start times and transportation analysis

The School Committee voted on June 3 to publish a request for proposals (RFP) for a neutral, third‑party consultant to support redistricting, school start‑time evaluation and bus‑routing/transportation efficiency work.
The proposed RFP asks bidders to analyze current and projected enrollments, produce at least three boundary scenarios, evaluate school‑start options (including impact on transportation, staffing and extracurriculars), and identify opportunities to optimize transportation routes for cost and service. Committee members asked that the RFP explicitly reference the district’s redistricting policy to ensure the consultant follows the committee’s adopted criteria and requested that bids include a proposed work plan with a timeline so the committee can assess how quickly scenarios could be developed.
Administration said the RFP will request proposals for methodology, timeline and cost; selection will aim to have a consultant on board over the summer so work or planning can begin as early as September. The committee discussed scheduling and noted it may need a special summer meeting if a contract requires committee approval before the regular June/July schedule.
What’s next: Administration will revise the RFP to reference the redistricting policy and require a proposed timeline as part of submission. The district will issue the RFP and evaluate proposals, then present a vendor recommendation to the committee for approval.
