Staff to present refuse-service scenarios; CIP maintains status quo while alternatives are analyzed

Staff presented a refuse-fund capital schedule predicated on continuing the city’s existing refuse operations and noted that staff will present alternative service models and their budgetary impacts in the coming weeks.
Roberta and refuse operations staff said the CIP page for refuse assumes status-quo operations (city-owned collection fleet and routes). Staff added a 2026 line item to acquire an additional trash truck (shown at $270,000 in the CIP under the current plan) to improve service reliability and maintain five active trucks with one spare. Staff cautioned that the CIP shown does not model alternative approaches (for example a transfer station, contracting collection services, or other service models); the refuse director (Trevor) is preparing comparative analyses and will present options to the commission soon.
Commissioners posed operational questions about route reliability and spare equipment. Staff stressed that if the commission chooses a different refuse model, capital needs (truck purchases, roll-off chassis and other equipment) would change and staff will present those alternate schedules and cost estimates before the commission changes policy.
