Trustees approved a resolution authorizing an additional $1,396,000 in bonds to pay part of the cost of reconstructing the village’s water distribution system. The board then approved a second resolution authorizing an additional $1,474,000 in bonds for reconstruction of sanitary sewer mains. Both motions were moved, seconded and adopted by voice vote.
Village staff told trustees the increases reflect higher-than-expected construction and implementation costs; the Environmental Facilities Corporation (EFC) had originally estimated the overall project cost at about $11.33 million but the new totals—when accounting for completed design work, added phasing expense and the recently approved construction-administration fee—bring the village nearer to a roughly $13 million total project figure as described in the meeting.
The resolutions are subject to permissive referendum: they will be posted for a 10-day public period and petition procedures are available if residents seek to challenge the borrowing. The board said postings will appear on the village website, at the village office and in multiple public locations around Menands.
Both bond resolutions passed by voice vote; no opposing votes were recorded on the record.
