Council tentatively approves CIB application for road master plan, caps cost at $67,000 pending line-item review

The council voted unanimously to submit a Community Impact Board application for a road/transportation master plan, authorizing the application "not to exceed" $67,000 pending review of the consultant’s line-item proposal. Dan Feckner of Jones & DeMille, the consultant on the item, told the council the current estimate was $67,000 but he expected the final numbers to come down when his transportation lead returned to the office.

Feckner described the proposed work as an update to the city's 2019 plan including a pavement preservation survey that would rate roadway condition and produce prioritized maintenance and repair recommendations. He said the assessment uses a smartphone-mounted camera system and cloud-based processing that captures images every 10–15 feet and produces an AI-processed report; the consultant offered to train city staff to collect imagery as a potential in-kind match to reduce cost.

Council members discussed matching funds and phasing parts of the plan to reduce the immediate match obligation; staff said a typical approach is to submit a CIB application contingent on a capped amount and the final scope. A motion to approve submission of the application up to $67,000, with the consultant providing a detailed line-item proposal for council review, passed unanimously. Staff will finalize the proposal with the consultant, the mayor will sign the application, and the council will review the final scope and match arrangements when the detailed estimate is provided.
