Delegation approves HCC police bill and license-board change; tables salon alcohol proposal

The Washington County Delegation approved legislation to expand the jurisdiction of Hagerstown Community College police officers, advanced a bill changing membership of the Washington County Board of License Commissioners and tabled a draft that would have allowed limited alcohol service at barbershops and beauty salons.
The delegation met Jan. 22 and voted on several local legislative requests and housekeeping items. Delegate Valentine moved the delegation forward on Hagerstown Community College's police-force legislation (5LR1062); Delegate Baker seconded the motion and members voiced assent. Delegation leaders said HCC's bill would extend campus officers' authority so they can partner with county law enforcement during emergencies and support the college's new Bowman Center and training activities.
The delegation also voted to advance legislation altering membership of the Washington County Board of License Commissioners (5LR1926, cross-file 1925). Senator Paul Quarterman moved the measure; Delegate Baker seconded. The chair called for ayes; one member, Delegate Schindler, recorded a nay. The motion carried.
A separate draft that would create a new limited license allowing barbershops and beauty salons to sell up to two 12-ounce servings of beer or two 6-ounce servings of wine by the glass (annual fee $250; product must be purchased from a Maryland-licensed wholesaler) was discussed but not finalized. After discussion, a motion to table that salon alcohol license draft (5LR2159, cross-file 2160) was made and seconded; the delegation voted to table the item with no recorded opposition.
The group also removed a separate treasurer salary-study request from this session's list after members determined the treasurer's position was already included in an existing salary-study bill. Delegate Valentine moved to remove the item; Senator Quarterman seconded and the delegation approved the removal.
Several items remain under review, including an out-of-county bill introduced by the Frederick County delegation related to openly carrying handguns while deer hunting in Deer Management Region A; the delegation agreed to review and circulate a map of the region before taking a position.
