Summary

At the meeting the City Council approved a series of routine and project-related items, accepted a corridor study, and authorized several contract actions and purchases. Items approved by the council (motions carried unless otherwise noted):
- Consent calendar: plats for Lot 5, Block 1, Chestnut Ridge; Track 2 and 3, Height Addition; Track 3 and Schaeffer's Third (consent motion approved). - Minutes from Dec. 12 and Dec. 16, approved. - Claims on pages 14 through 17, approved. - Ordinance 7-21: first reading approved. The ordinance would amend Chapter 15-3-5.0 to add conditional-use allowance for single-family attached units in rows of up to eight where unit owners would own both building and land; the item was approved on first reading and will proceed through permit review (conditional-use permit still required). - Golf-course lease: approved a five-year lease at $84,600 per year. Staff said the amount is under the budgeted $100,000 and that carts generate more than $300,000 annual revenue from cart fees. - 2024 audit engagement letter: approved ELO to perform the 2024 audit at a revised engagement fee of $37,000 (staff to clarify how much of that total, if any, is attributable to federal-audit work). - City hall design proposal: motion to develop a contract with ISG failed (see separate article). - Utility easement on Lot J, Tract C, Berklands: approved a 10-foot utility easement to formalize existing lighting infrastructure; property owners to be responsible for construction and maintenance. - Corridor study: accepted (study on the website; 86 pages in packet folder). - Exit 406 utility improvement: change order approved for $8,894.41; pay application No. 4 for $34,498.16 approved. - Water and sewer equipment: approved purchase of a backhoe through Sourcewell (net purchase price after trade $86,389.96; budgeted $90,000) and a replacement pickup truck ($49,315; budgeted $50,000). - East side trunk sewer: approved change order for $16,203.57 to repair pipe connections into existing manholes. - Utility easement for Split Rock/Redwood property owners: approved.
Why it mattered: These routine approvals advance capital and maintenance work and confirm budgeted equipment replacements; the council sought clarifications (for example, the audit engagement letter and the audit scope) and asked staff to notify developers when fee changes take effect.
Votes and procedure: Most routine motions were approved by voice vote with the chair noting "all in favor say aye," and staff recorded motions as carried. Where roll calls were taken, they are noted in the minutes. The City Hall design proposal generated a recorded split vote and failed to pass.
