Red Hook board opens public hearing, approves CDBG application for Route 9–Hannaford sidewalk

The Town of Red Hook on Feb. 11 opened a public hearing and approved a resolution authorizing submission of a 2025 Dutchess County Community Development Block Grant (CDBG) application to fund a sidewalk connector along Route 9 toward the Hannaford shopping area.
Brandy Nelson, a licensed professional engineer with Tye and Bond and the town’s consulting engineer, described the project as an approximately 800-linear-foot, 5-foot-wide concrete sidewalk with bollard illumination that would close a gap between the east-side Route 9 sidewalk and the sidewalk on Hannaford Drive. “There’s currently a desire line or footpath that’s worn over time,” Nelson said, adding the proposed route would be handicap accessible and reduce pedestrian traffic through a muddy path.
Nelson said an earlier concept-level estimate put the project cost at about $390,000. Under Dutchess County’s CDBG rules, the town is eligible to request up to $200,000 for a public‑facilities project; Nelson recommended asking for the full amount. The board then moved and approved resolution number 11, authorizing submission of the application to the Dutchess County Department of Planning and Development.
Why it matters: The sidewalk would provide an accessible walking connection to a grocery store and other nearby destinations for people who currently navigate an unpaved footpath, and county CDBG funding could cover a substantial portion of the work.
Project details and next steps: The board held the CDBG public hearing as required. Nelson said the sidewalk would proceed south in the Route 9 right-of-way, cross along the property lines between St. Margaret’s and the Heart’s Corner/Hannaford area, then turn south to meet the existing sidewalk on Hannaford Drive. The town will submit the CDBG application to Dutchess County; the resolution authorizes the supervisor to sign required certifications.
No formal construction contract was awarded at the meeting. The engineer and the board discussed public comments the town had received, including concerns from neighboring property owners about event parking at St. Margaret’s. The board indicated it would continue outreach as the grant process advances and noted Dutchess County staff assisted with application preparation.
The board took the vote on the application authorization by voice; members present voted in favor.
