City planning staff updates commission on Unified Development Code rewrite and public input

City of Dubuque planning staff updated the Zoning Advisory Commission Feb. 5 on the ongoing Unified Development Code (UDC) rewrite, saying the consultant team is preparing a technical report after receiving survey responses, stakeholder interviews and professional feedback.

Sheena Moon and other planning staff said phase 1 of the process (technical review and stakeholder engagement) is concluding. Staff reported "over about 300 responses" to the public survey and said the consultant had met with engineers, architects and surveyors to gather technical input. Staff said the next step is preparation of a technical report that summarizes findings and proposed directions; that report and related materials will be posted to the project website and shared with the public and the commission.

Staff emphasized the UDC process seeks to make code language clearer and more flexible for different development contexts in Dubuque, noting the code must address the historic downtown, transitional bluff areas and suburban neighborhoods differently. Staff also said there are opportunities throughout the process for public input and that comments submitted via the project's web page (cityofdubuque.org/udcupdate) go directly to the consultant and planning staff.

Why it matters: the UDC governs zoning, subdivisions and site standards citywide. Staff said one survey question that produced useful responses asked whether zoning had ever prevented a proposed project; those narrative responses will inform proposed code clarifications and potential flexibility options.

Next steps: staff will share the technical report and survey results with the commission at a future meeting and continue public engagement through the consultant. No formal action was required by the commission on Feb. 5.
