County reports negotiations on diversion‑center site near UNC Hospital; design development under way

Orange County facilities staff gave a brief update Feb. 17 on the proposed diversion‑center project. The county is negotiating with a private owner to acquire roughly five acres near UNC Hospital for the center, staff said, and reported they are in design development with a consultant.
Asset management staff said they hope to complete land acquisition and perform due diligence in time to begin construction in October 2025 and to open the facility in late 2026. Staff stressed negotiations were ongoing and asked commissioners to withhold firm commitments until closing.
Board members asked whether design lessons from other recent facilities were being incorporated and whether the chosen site preserves commercially viable property elsewhere; staff said they have engaged consultants and sought prior project experience and believe the selected parcel is an appropriate location near medical services, but that negotiations are not final.
No formal procurement or acquisition vote occurred at the work session; staff said they would return with more details if negotiations succeed.
