Supervisors approve three land‑use requests after public hearings

At the Feb. 14 meeting, the Rankin County Board of Supervisors held public hearings and voted to approve multiple land‑use requests in District 4 and District 5.
The board approved a conditional use permit for Daniel Freeman to construct an accessory dwelling unit at 1207 Shiloh Road (Lot 4, Deer Acres Subdivision). Planning staff said the lot is 5.8 acres, zoned RE‑1, and the accessory dwelling is intended for the applicant’s daughters. The board noted the standard condition that an accessory dwelling must be rendered non‑dwelling once the primary dwelling is brought online. The motion to approve was made and carried by voice vote.
The board also approved a rezoning request from Paul Hopper to change roughly 119 acres on North Sand Hill Road (multiple parcels consolidated) from A‑2 to RE‑1. The applicant plans to subdivide the acreage into 21 lots ranging from about 3 acres to 14.88 acres, with an average lot size of about 5.66 acres. A nearby resident asked whether farming would be prohibited; planning staff and supervisors said zoning alone does not nullify existing private lease agreements and that farming on adjacent parcels could continue, but that the rezoned property’s “current use is likely to convert to residential.” Supervisors discussed traffic, school impacts and drainage before approving the rezoning by voice vote.
A third rezoning request by PIC Land Development was approved to change two parcels on Holly Bush Road (combined 58.5 acres) from A‑2 to RE‑1 and allow subdivision into four lots; the smallest proposed lot will be about 2 acres fronting on Holly Bush Road. A nearby resident whose family owns adjacent property attended and asked whether the proposed subdivision would require access across her land; county staff confirmed the applicant has access from Holly Bush Road and no cross‑access across adjacent private property was proposed.
All three items were opened for public comment, objections were taken and addressed during each hearing, and the board voted to close hearings and approve the requested permits and rezonings. The board recorded voice votes of "Aye" and "Motion carries" on each action; no roll‑call tallies were read into the transcript.
Planning staff and supervisors indicated further steps — such as plat submission, stormwater and road improvements — will follow separately if applicants proceed with subdivision development.
