Board approves tennis-court change order and several bid permissions; sets minimums for property sales

At its Feb. 11 meeting the Ouachita Parish School Board approved a series of construction, property and procurement actions, including a change order for tennis-court work and several permissions to bid or set minimum bid amounts for district property sales.
The board approved a change order of $60,669 to the Windham High School tennis-court contract to cover excavation and removal of buried site trash, poor soil and buried trees discovered during pad preparation. The staff report said contractor Watson Construction encountered material from a demolished home on the site and the change order covers excavation and hauling costs. The motion to approve the change order passed with no recorded opposition.
On property and real-estate matters, the board set a bid floor of $150,000 for the "Old Miles" property (about 12 acres in the Sterlington area) after three prior unsuccessful bid attempts. board materials say that equates to roughly $11,700 per acre. The motion setting the minimum bid carried.
The board granted permission to advertise a public bid for the former Sterlington Middle School property with a required minimum bid equal to the full appraised value of $1,500,000. The motion passed.
The board also amended the scope of the Central Elementary restroom renovation project: because of a required transformer relocation that would add cost and delay, staff removed the enclosed-walkway element and instead will bid restroom renovations with an extended canopy; permission to bid the revised scope was approved.
Finally, the board authorized permission to bid for stage curtains at three schools (Ouachita Junior High, Jack Hayes and Riverbend Elementary) with combined budgets and funding sources identified in staff materials. Board members approved awarding the lowest responsive bidder for a separate copy-paper solicitation when responses opened later in the week.
Board construction staff briefed members on ongoing projects and noted weather-related slowdowns on some sites. Staff said they have continued punch-list work at Sterling Middle (referred to in discussion) and will follow up with contractors as weather allows.
Each of the actions passed during the meeting without recorded opposition.
