What the council approved (high-level)
- Consent agenda (items 6a–6h, 6j): approved unanimously. Items included minutes (6a), continuation of a partial property tax refund program for 2025 (6b, Res. 2024-105), construction and IGA approvals (6c–6d), an ordinance repealing ambulance services code chapter (6e, Ord. 2260 first reading), a multi-county secure-transportation agreement (Res. 2024-170), assignment of purchase rights for housing-related land (Res. 2024-161), a subrecipient agreement with Brothers Redevelopment for housing rehabilitation services (Res. 2024-167), a juror-list IGA (Res. 2024-172) and air-quality monitoring program contract renewals (6j). The consent package passed unanimously.
- Budget amendment (Res. 2024-156): council approved the fourth amendment to the 2024 budget unanimously. Finance staff told council the amendment mainly recognizes state and federal grants received late in the year and rolls forward grants that will be spent in 2025; the amendment also added net CIP spending on a Broomfield Heights project funded largely by ARPA and CDBG.
- Wadsworth Station reimbursement assessment district (Ord. 2250): council approved an ordinance establishing a reimbursement assessment district for a developer-built water main; the ordinance places notices of lien and allows owners to defer payment until platting, permit issuance, or connection; deferred payments accrue interest per the municipal code (8% per annum). The ordinance passed unanimously on second reading.
- Food Protection Act enforcement (Ord. 2258): council adopted a code update allowing the local public-health agency to issue civil penalties for food-protection violations under state-authorized local enforcement (the Board of Health retains authority to suspend or revoke licenses). The ordinance passed unanimously on second reading.
- Broomfield Housing Alliance operational support (Res. 2024-162): council approved a second amendment to the IGA to provide up to $400,000 in operational support for the Broomfield Housing Alliance in 2025. Staff said the housing development fund balance can support the grant; BHA leaders summarized pipeline and acquisition work and said operating support will sustain staffing and professional services while the authority builds long-term financial sustainability. The resolution passed 10–0 (two-thirds required and achieved).
- Meeting-calendar resolution (Res. 2024-126): council adopted a resolution rescheduling specified meetings and study sessions for 2025 (including a recommendation to hold the swearing in on Dec. 2, 2025); the resolution passed unanimously.
Public comment highlights during the consent and IGA items
- A resident raised complaints about Brothers Redevelopment’s administration of a home-repair grant tied to consent agenda item 6g. The resident said contractors removed a 60-year-old maple without clear homeowner notice and described concerns about lien releases and scheduling. City staff said the matter appears to be an isolated case, that staff and Brothers Redevelopment have been working to resolve the issues, and that additional details can be supplied to council if requested. Brothers Redevelopment representatives attended and staff said follow-up continued.
