Lindon adopts public‑facility zoning ordinance and narrows proposed map after public comment

The Lindon City Council on Dec. 2 adopted a new public‑facilities zoning ordinance and, after extended public comment, amended the proposed map to remove two triangular foothill parcels from the overlay.

Staff presented a draft ordinance that codifies a public‑facilities zone intended for city‑owned or quasi‑public properties — schools, parks, stormwater basins, utility sites and similar uses. The ordinance lists permitted uses (parks, public utilities, schools, cemeteries, maintenance yards, trailheads, stormwater facilities and other public purposes) and is modeled on similar ordinances in neighboring Wasatch Front cities.

During the meeting many residents asked whether the overlay would allow or accelerate a long‑talked connection road up the east bench. Staff and the mayor repeatedly stated the ordinance text itself does not create or fund streets; streets are governed separately through the city’s street master plan. Still, residents urged that two specific city‑owned and privately‑affected foothill triangles not be included. After discussion council members agreed to exclude the two hillside parcels from the adoption and to examine them in a separate review.

Council then voted to adopt the ordinance text (Ordinance 2024‑15‑0) and separately approved the map change excluding the two triangular parcels on the east bench. Staff said the exclusion will be revisited in a future, noticed agenda item if council or staff propose any additional refinement.

Ending: Council directed staff to return with any clarifying edits and to hold additional public outreach on the remaining parcels if requested by residents.
