The Hannibal School Board on Monday approved a negotiated sale of the remaining $16,500,000 from a bond authorization the board approved last April and adopted several policy changes proposed by administration, while agreeing to delay action on the 2025–26 school calendar to gather more staff feedback.
Board Superintendent Susan Johnson presented the finance packet and described the request as approval of exhibits and a bond resolution “pending final pricing within the guidelines and parameters set forth on exhibit C.” She said the $16.5 million would help pay off lease certificates coming due and that staff recommended a negotiated sale for timing and to capture bond premium. The board received proposals from underwriting firms in response to an RFP; responses were due Jan. 20, the packet said.
The board then voted to approve the finance committee’s recommendation and the bond resolution, with the motion carried by voice vote. No separate roll-call tallies were recorded in the public transcript.
On policy matters, the board approved a change in the policy on school closings, consolidations and reorganizations (policy SD) to replace the word “submit” with “notify” in a procedural sentence and to remove a sentence the board considered redundant. The board also modified hiring practice language in policy GCD-1, changing a reference from “assistant superintendent for curriculum and instruction” to “superintendent or designee” to reflect current district staffing. The board approved the remainder of the policy packet as read, with the clerk noting the technical page-numbering issue and a handful of minor edits discussed during the meeting.
Separately, the board voted to table final approval of the 2025–26 school calendar so the superintendent could incorporate feedback the salary/welfare committee and building staff provided.
