Georgetown City Council on Jan. 28 approved on first reading a special-use permit allowing an accessory dwelling unit above a new garage at 313 East Eighth Street (the Pizer family home).
Travis Baird, assistant planning director, reviewed the application (2024-414 SUP) and noted the property is located just east of Old Town and within a mixed-density neighborhood designation. Baird said an ADU is limited to 25% of the primary dwelling’s floor area under city rules, must remain on the same electrical and water meters as the primary residence, and that the rental is generally limited to owner-occupied properties. He said staff found the proposal complied with setbacks, parking and the UDC, and that the construction removes a noncompliant circular driveway and improves the streetscape. Baird noted HARC (the Historic and Architectural Review Commission) had approved the requested certificate of appropriateness.
Baird provided building-size figures from the application: the existing residence has approximately 2,083 square feet of conditioned area; the proposed garage footprint is listed as about 630 square feet; the proposed ADU size is listed as about 695 square feet. He said 27 property owners within the 300-foot buffer were notified; staff received one comment in favor and six in opposition. Planning & Zoning recommended approval 7–0 at its Jan. 7 meeting.
Council members asked about parking; staff and council discussion noted removal of the circular driveway and construction of a two-car garage would likely improve on-site parking capacity compared with existing conditions. After opening and closing the public hearing with no speakers signed up, a councilmember moved to approve item 6C “as presented,” a second was made and the motion passed unanimously.
The ordinance read to council grants the SUP to allow an ADU in the RS zoning district for a 0.165-acre tract described as Block 17 East Park, Glasscock Addition subdivision; the ordinance includes standard severability language and an effective date. Council approved the item and staff will proceed with subsequent permit reviews and any required recordation.
