Lima City Council adopts budget, multiple ordinances and resolutions on first reading in unanimous votes

At its meeting, the Lima City Council passed a city budget for 2025 and approved more than 20 ordinances and two resolutions on their first readings, each by recorded 7–0 votes; the meeting also included routine communications and committee minutes.
The Lima City Council on Feb. 3 adopted the city budget for the fiscal year ending Dec. 31, 2025, and approved a slate of ordinances and resolutions on their first readings, each approved in roll-call votes recorded as 7–0.
Council President called for roll calls after motions to adopt each item and the clerk recorded unanimous yes votes from Councilors Wilkerson, Thompson, Jones, Glenn, Nipper, Dixon and Gordon on each item. The measures covered the annual budget, transfers between funds, contracts and project authorizations across city departments.
The most consequential measures included Ordinance 16-25, establishing the 2025 city budget, and several ordinances authorizing the administration to apply for grants or enter contracts: water and wastewater contracts (Ordinance 28-25), an easement agreement with the state for a sanitary sewer along Reservoir Road (Ordinance 29-25), an emergency repair contract for a 66-inch sanitary sewer (Ordinance 31-25), and a contract for the five-year HUD consolidated plan and annual action plan (Ordinance 36-25). Resolutions included a thank-you proclamation to Michael Poussin and Joe Correll for work on the Ohio Theatre (Resolution 1-25) and a resolution supporting the Ohio Municipal League’s challenge of AT&T’s tariff application at the Public Utilities Commission of Ohio (Resolution 2-25).
Several smaller administrative ordinances also passed on first reading: authorizations for city participation in community parades (Ordinance 19-25), applying for America 250 Ohio funds (Ordinance 20-25), accepting an annexation petition from Health Partners of Western Ohio (Ordinance 21-25), contracts with Allen Soil and Water Conservation District (Ordinance 22-25), the 2025 combined sidewalk project (Ordinance 23-25), permitting alcohol sales at the Veterans Memorial Civic and Convention Center and Greater Lima Region Park and Amphitheater (Ordinance 24-25), a collective bargaining agreement with FOP unit A (Ordinance 25-25), and multiple utilities and service contracts (Ordinances 30, 32–35). All passed on first reading by 7–0 votes.
Where brief discussion occurred, staff provided clarifications to council. For Ordinance 31-25 (emergency repair of a large sanitary sewer), city staff reported the work was underway, delayed by cold weather and a rerouted water line; staff estimated the work could be finished “within the next 2 to 3 weeks” but described that timeline as hopeful.
The consent calendar (communications and committee minutes) was received, filed and approved without objection. Committee reports from Neighborhood Concerns, Economic and Community Development, and Human Resources were received and approved.
Council set its next meeting for Feb. 10 at 7 p.m. and adjourned after the votes.
