Milwaukee County committee adopts comprehensive safety action plan to guide Vision Zero work

Milwaukee County transportation officials presented a final Comprehensive Safety Action Plan and the committee recommended adopting the plan and forwarding it to the full county board.
Jeff Spencia (project manager, Milwaukee County DOT complete communities effort) introduced the document and said printed copies were available for committee members. Josh Behm of WSP, the consultant team, described the plan as “a starting point for safety and safety initiatives within the county,” reflecting stakeholder and municipal input.
The plan is a countywide policy and project guide intended to reduce and ultimately eliminate roadway fatalities; county staff described it as a multi-year handbook for Vision Zero work and said approval would allow Milwaukee County and participating municipalities to become eligible for implementation funding upon U.S. Department of Transportation certification.
Committee members commended the broad stakeholder engagement and intergovernmental cooperation reflected in the plan. Supervisor Martinez moved to adopt the plan; the motion passed on committee roll call 5-0. County staff said the item will be forwarded for full board consideration and that, if the county obtains federal certification, participating municipalities would be eligible to apply for implementation funds for projects identified in the plan.
Staff noted the plan is intended as a framework to guide future project design and grant-seeking and that individual municipal coordination and project-level environmental review (if required) would follow as the county and municipalities pursue implementation funding.
