Valley County commissioners reviewed a draft development-agreement policy on Jan. 21 and directed staff to return with a clarified scope and timing for cost updates.
Commission discussion focused on three central questions: how often to update cost-per-lot or parametric cost studies, what types of projects should trigger a development agreement and whether planning and zoning should have a defined role in initiating agreements. Commissioners suggested updating cost analyses every two to three years (the draft language was revised during discussion to allow a two- to three-year window), and staff agreed to draft a scope specifying when the policy will apply and to return the item for approval on Feb. 3.
Commissioners and staff also discussed including a clause to allow negotiation in good faith for unanticipated costs in development agreements so the county is not strictly bound by the initial estimates. No final policy adoption occurred; staff will redraft the policy with the agreed changes and bring it back to the board.
