Board approves $150,000 Housing Trust Fund award to Rebuilding Together Triangle and $10,000 for outreach

Jamie Andrews, Housing and Community Development Officer, and Tiffany Stuflick, chair of the Affordable Housing Advisory Committee (AHAC), presented AHAC’s FY2024–25 Housing Trust Fund recommendations and the board voted to approve them on Jan. 21.
The decision matters because the Housing Trust Fund is the county’s primary vehicle for preserving and developing affordable housing; the trust fund uses Article 46 sales tax and property‑tax allocations to support repairs, preservation and new affordable units.
AHAC recommended awarding Rebuilding Together Triangle (RTT) the full requested $150,000 to fund repairs and accessibility upgrades in existing owner‑occupied homes for low‑income households, veterans and people with disabilities. Tiffany Stuflick said RTT focuses on repairs (roofs, accessibility modifications and weatherization) to keep residents in place: “They really focus primarily on upgrades and repairs to homes that are already built,” Stuflick said. AHAC also recommended $10,000 to a “strategic housing efforts” account to fund targeted outreach and community engagement — AHAC cited mobile‑home park preservation and an outreach pilot in Siler City as an example of intended use.
Andrews told the board the committee reviewed an additional applicant but found the application lacked sufficient detail; staff recommended a second application round for remaining FY25 funds. With AHAC’s award and the outreach allocation, roughly $141,000 would remain available and staff recommended reopening the application period in early February with a shortened window to allow award decisions and contract execution before fiscal‑year end.
The board approved the AHAC recommendations by voice vote. Chair Howard made the motion and a second was recorded; the clerk recorded the motion as adopted. Staff said the second application round would open in early February, close in late March, be reviewed by AHAC in April and return to the board for awards in April/May so contracts can be executed in FY25.
