Valley County commissioners approve grant submissions for Samson Trail and Francis Wallace vault toilet

Valley County commissioners on Jan. 21 approved a letter of commitment and authorized submission of two recreation-related grant applications: a pathway project called Samson Trail and an off-road motor vehicle (ORMV) grant to add toilets at the Francis Wallace parking area.
The board voted to sign a letter of commitment to confirm the county road crew would provide excavation and bed material (soil/gravel/sand) and backfill for a vault toilet installation. County staff said the letter was needed to document the road department’s in-kind match for the ORMV/IDPR grant application.
Commissioners separately approved a recreation trails program (RTP) application for the Samson Trail extension and an ORMV application for Francis Wallace. County staff said Samson Trail will use a $250,000 award from LTAC as the local match for the RTP/IDPR submission; the project is bid at just over $500,000. Staff also described a planned widening to 7 feet on portions of the trail to accommodate equipment and to allow paving if additional funding is found in the future.
On the Francis Wallace site, staff said county-maintained toilets are at capacity on busy winter weekends and requested funds to add vault-toilet capacity in that parking area. Commissioners noted other nearby sites (Brush Creek and Titus) and that the Titus toilet is U.S. Forest Service-owned while Francis Wallace toilets are county facilities.
The motions were moved and seconded on the record and carried by voice vote. Commissioners asked staff to scan and file copies of signed forms and to proceed with online submission of the grant packets.
Votes at a glance: the board voted in favor of (1) signing a letter of commitment to support the ORMV/IDPR application; (2) approving the ORMV application for Francis Wallace vault toilet installation; and (3) approving the RTP/IDPR application for Samson Trail. Each motion was moved, seconded and approved by voice vote.
