Commission approves variance to rebuild hurricane‑damaged home at 3992 E. Main Street

The Hardee County commission on Jan. 16 approved a variance to front and rear setbacks so property owners can replace a home damaged by a hurricane at 3992 East Main Street.
Community Development Director Todd Miller presented the application from property owners Delaina Harron and Johnny Brown for a variance on a 0.55‑acre lot of record. The lot is 108 feet deep, zoned A‑1 (agricultural) and subject to 50‑foot front and rear setbacks under the county code. The owners requested a reduction of the front setback to 40 feet and the rear setback to 42 feet to allow replacement of the home in roughly the same footprint.
Staff review: Miller and staff said the lot was unbuildable under the strict 50/50 setback rule and that the Grants Management office had worked with the owners on the plan. Staff reviewed the application under the county’s variance criteria (section 11.03 of the land development code) and recommended approval.
Questions and conditions
Commissioners asked whether moving the new house farther from East Main Street was possible to increase separation from traffic. Topanga Arena of Grants Management said the well remains usable in the rear and the existing septic must be demolished and replaced; moving the house back could place required septic/clearances in the front yard. Arena said redesign and reengineering to relocate the septic would be possible but would require new site plans and would use additional grant funds; volunteers assisting with construction are available only for a limited time.
Vote and direction
Commissioner Miller moved and Commissioner Wells seconded approval of the variance. The motion passed unanimously. Staff said the grant program would cover necessary redesign costs if the board later requested a change, but the immediate plan is to proceed so volunteers can complete the rebuild in the current funding window.
