Blowing Rock Town Council approved an ordinance to voluntarily annex two parcels outside town limits near the Hillwood subdivision after a public hearing and planning staff presentation.
Kevin Rothrock, the town planning director, summarized the process and materials: a petition of voluntary annexation submitted by the applicant, an attached ordinance (202501) that describes the property and utilities, and a boundary map to be recorded with the register of deeds and the Watauga County Board of Elections. Rothrock said the properties are just outside town limits within the extraterritorial jurisdiction and will be combined into a single parcel; zoning was described in the packet as "RTNS". He told council the annexation would be effective June 30, 2025, and that the applicant would be able to make utility connections as soon as zoning and building permits are submitted and any water/sewer availability fees are paid — the applicant would not need to wait for the effective date to connect if the town approved the ordinance.
No members of the public spoke during the hearing. Council moved to close the public hearing and then voted to accept the annexation ordinance after brief council discussion about past annexations and utility connections.
Why it matters: Annexation extends town regulatory authority and allows the property owner to access town utilities; Rothrock noted filing steps include recording the boundary map and notifying the elections board. Council recorded a unanimous vote in favor of the ordinance.
The town clerk will record the boundary description with the register of deeds and the Watauga County Board of Elections, and staff said the applicant may proceed with permit applications and utility connections once fees are paid.
