Oak Ridge City Council voted to support the American Museum of Science and Energy Foundation's request to the U.S. Navy to place a decommissioned submarine conning tower (the boat’s elevated "sail" or conning structure) at A.K. Bissell Park and to designate a location near the city‑hall entrance for the object.
Mr Heaman, a city staff presenter, described the proposal as an effort led by the museum with volunteers from Y‑12 and area history advocates to place a conning tower at the park's entrance and noted the site is "close to the commemorative walk in between the creek and the parking lot there." Heaman said staff recommended approval. Council asked clarifying questions about the site: Council member Hope confirmed the likely siting near City Hall, and staff said the creek would not be impacted. Council member Smith clarified what the structure is, asking whether the item discussed was the submarine “flag” (the elevated portion that shows above water); staff confirmed that description was correct.
Council members asked the museum and foundation to provide an artist's rendering to help the public visualize the installation and confirmed that the American Museum of Science and Energy Foundation will fund purchase and transportation costs. Staff cautioned that the conning tower is very heavy and will require foundation and decking work at the chosen site.
Council discussed park space and the need to fit the display with other park uses; one councilor urged coordination with the newly formed Arts, Culture and History Alliance Advisory Board for siting and aesthetics.
The resolution passed on voice vote with no recorded opposition.
