Council hears mixed reviews on trash service; considers whether to rebid or extend contract

Centreville — Town public works staff updated the Centreville Town Council Jan. 2 on issues with the town’s residential solid waste contract and asked for direction on whether to extend the contract option year or put the service out to bid.
Public works reported the contract began as a three‑year agreement with options to renew for two additional years; the next extension would be the final optional year. Staff said the town has experienced missed collections and crew turnover in recent weeks, and that required monthly recycling and tonnage reports have not been received from the contractor for about a year. The contractor had also stopped supplying quarterly newsletter blurbs the town previously included in utility bills.
Staff noted the current quarterly resident charge is $52.99 and said comparable services in the county run $85–$90 per quarter; councilors discussed that the town’s lower cost may reflect lower service levels. Council members were told rebidding can yield lower prices but may also bring contractors that provide weaker service; conversely, larger regional firms may provide more consistent service but at higher cost.
Council directed staff to consider options and return with a recommendation; staff warned that to put the contract out for bid and have a new award in place by the July 1 contract year start, the town must begin the procurement process in January and incorporate any new figures into the FY26 budget.
